Who are we?

We are a group of academics at the Vrije Universiteit Amsterdam, NL and Max-Planck-Insitut für Informatik, DE who are interested in understanding whether the web servers in the Internet are configured to provide low-latency services to end users. One aspect of providing this service is to enable support for a mechanism called the “Explicit Congestion Notification (ECN).” We check whether a web server supports ECN by opening a TCP connection and closing it after establishing it. This transaction is indifferent from a regular end user opening the website and quickly closing the browser window or tab, because they are no longer interested in the content.
